"We only stayed in Otaru for one night, but we would definitely stay here again. Hotel staff was friendly and accommodating. We got there early so they held our luggage for us and delivered it to our room while we were out. They even gave us umbrellas to use when they realized we didn’t have one. There is a Family Mart, shops, and places to eat within walking distance of the hotel. Bonus, they also have 2 washer/dryer machines and an ice machine on the second floor. "

Just a small note that English is not a language the staff speaks, so need to brush up on a little Japanese or rely on those Google translators !
