Siem Reap tourism has not recovered from Covid and some of the larger luxury hotels, including Raffels, are closed and just trying to maintain their property until demand from large tour groups returns. City River Hotel is operating with a reduced staff and and reduced amenities - the rooftop swimming pool is open, the adjacent bar is not. The place felt very insecure as well and the lock on the door did not seem to be good quality. Would not recommend staying here if you plan to spend any time in your room."
