This is a nice, medium-sized older hotel. Siem Reap tourism has not recovered from Covid and some of the larger luxury hotels, including Raffels, are closed and just trying to maintain their property until demand from large tour groups returns. City River Hotel is operating with a reduced staff and and reduced amenities - the rooftop swimming pool is open, the adjacent bar is not. Breakfast buffet is adequate with a few Khmer options each day. I was content with my stay and understand the difficulty of just maintaining basic services during this time.
This hotel is ideally located in a quiet area with many small restaurants and coffee shops (not all of which take credit cards - ask if that's important to you) within a 2-4 block walk. It's about a 10-15 minute walk or less than 5 minute tuk-tuk ride (cost $1) to the entertainment district. There are many hotel options closer to action but it can be quite noisy outside until 4-5 am.
A friend of mine who's living there on a budget picked it for me, I thought it was a reasonable value for the money.
I would probably go a little more upscale next time
