The condition of the room itself is worthy of a 3-star rating. The room and bathroom were clean. The bathroom had a VERY small shower; there was barely enough room to wash, and I'm only 5'5". The beds were too soft and "squishy". Checking in was a near disaster. The hotel did NOT have our booking in their system and they were fully booked. We had to wait almost an hour before they could get a room for us; to the hotel's credit, they did finally give us a room instead of turning us away. Moreover, we booked this particular hotel because it allowed dogs (per hotels.com), but on our second day, the manager (who was different from the person who checked us in) caused a fuss and told us we couldn't have dogs! The hotel's neighborhood was akin to a ghetto. Lots of questionable characters hung out on the curb in front of the hotel entrance ALL day and night, smoking, drinking alcohol, and who knows what else given that there is a brothel across the street. Two police officers came by around 2pm to usher them away, but the loiterers returned shortly thereafter. It was a 60+ degree day, so with no AC in the room, we opened the window only to have cigarette smoke wafting in, making our non-smoking room a veritable smoking room. The only reason I am not rating this hotel a "1" is because they tried very hard to accommodate us upon check-in despite not having a room reserved for us and the rate was fair given that most hotels in Frankfurt at this time were triple this rate or higher.
