The clerk kindly got the TV working for me, and then I translated it on Google Lens and found that it was also the heat, lights, and AC control. The outer window has dark tape over it, presumably to block neon and lights, but it was possible to open that and keep the inner window open to get some light. ...

"For the price, this is a good hotel. Shilla stay or others are 3 times more, but facility are damaged or not maintained. ANNK is fairly well taken cared. But there is basically no service but there is a gym, laundry, and a food section you can use freely. Nothing fancy but quite convinient."
